You still need someone who knows what they're doing, will listen to what you're about and trying to accomplish, and will create a unique logo that represents your business well. They may not do the same kinds (or as extensive) of research as a larger firm, so you might have to do some legwork on your own, but that's often the best route to take for quality design on a budget.
